The second memorial is dedicated to all those who were killed trying to liberate Zagreb between 1941 to 1945. It was erected in 1981. Constructed from aluminum it has a height of 7.5 m. The author is sculptor Branko Ružic.

The dedication for the memorial reads: "They don't exist anymore because they wanted to be - to people of Zagreb fallen for freedom on the streets of their town from 1941 - 1945."
