Note the report in column 3: "British Discover Cause of Hitler's Delay of Invasion"
(The BBC having a bit of fun with the news. The claim in the report was that Hitler has delayed the invasion because he was having difficulty forging a document to prove that we [Britain] were going to invade first. This was a jab at Hitler for claiming that Britain was going to mount an invasion of Norway and that's why he invaded Norway. Of course, the fact that Britain was planning a small-scale invasion of Norway makes the joke a little less relevant. One should also have considered the level of knowledge of the public, in this case the U.S. public, which probably did not understand the joke. That's British humour for you.)
