Note the report in column 5: "Prison Ship Took Oil Here Aug. 18"
(The United States was still neutral at this time and Germany could buy many U.S. goods, including oil. This was provided that they pay cash and transport the goods on their own ships. Of course the British could sink those ships after they sailed outside the territorial waters of the United States. And of course the United States, many times, provided the British with the ships name and sailing date.)
