Note the headline: "U-boats Given Free Rein"
(This is almost true and was made in response to the British arming their merchant ships. (See Sept. 26, 1939, The Daily Times-News, right hand column.) On Sept. 25 Hitler removed the restrictions placed on attacking French ships, but kept the other restrictions and ordered his navy to obey prize rules. On Sept. 30 Hitler reinforced the prize rules, but now allowed his navy to attack troopships. However he kept his restrictions on sinking passenger ships. That only lasted until Oct. 10 when Hitler allowed passenger ships that were in convoy or sailing without lights to be sunk. A further escalation by the British was made on Oct. 1 when they announced that merchant ships should attempt to ram U-boats whenever sighted, which was strictly against the prize rules. Hitler, on Nov. 14, issued orders that passenger ships could be sunk without warning provided they were known to armed. Further restrictions were dissolved over time, as it always was going to be and the unrestricted U-Boat war became reality once again.)
