Note the report at bottom left: "Japan Denies Germs from Planes Story"
(The Japanese did drop infected fleas on China on Oct. 27, 1940. The fleas were infected with cholera and the bubonic plague. At least one other attack was made in 1942. There may have been more, but much of the documentation of these attacks was destroyed by the Japanese just before the end of the war. Others were held in classified status by the USA. The full extent of Japan's biological warfare in WWII is not known, but as many as 250,000 people died from testing and the attacks.
